There is a feeling of many government workers that if private agencies get the funds, it will take funds from government agencies and result in widespread layoffs. While it will open more jobs in the private agencies, many government workers aren’t suited to work in private agencies. When I worked for the welfare department, I basically collected information and checked off the eligibility requirements while in private agencies, I was free to seek to determine the actual need and what was needed to return the client to self-sufficiency. That takes being able to evaluate the situation and know what resources are available. The first is basically a clerk while the second does actual social work. A lot of resistance to funds to private agencies comes from workers who want to protect t jobs and politicians who want to control the population through controlling the distribution of funds. Many liberal politicians claim that conservative politicians will cut services so workers and recipients should vote them back into office to keep the money flowing.
