FEMA claims it is out of money due to helping illegal immigrants and when Musk set up a satellite link to help victims of the hurricane who were without cell phone use due to the cell towers being destroyed, the FCC canceled the program leaving many people still stranded without food, water, or electricity and no way to call for help. It seems like they do not want to help and are frustrating attempts by others who are trying to help. That is a bad way to treat people, especially coming up to an election.
